"Retry authentication" doesn't work in ReSharper License dialog

Problem

The button Retry authentication does nothing when it is clicked: no browser window is opened, and no licence is allocated to the user.

There is the following warning in the log file:

The process cannot access the file because it is being used by another process

Resolution

Try restarting the computer. If this does not resolve the issue, please collect logs and contact support.
