Problem
Connecting the Toolbox App to the IDE Services was stuck at the "Connecting..." stage without completing the process. Diagnostic logs indicated repeated "Connect timed out" errors while attempting to download the required plugin for enterprise settings.
Log example:
3.2.0.65851 2359 2026-02-20 09:45:22.386 INFO tDispatcher-worker-2 FileDownloaderImpl Enterprise Settings > TBE settings refresh > Reconfiguring > Unexpected error while reading https://plugins.jetbrains.com/pluginManager?action=download&id=org.jetbrains.toolbox-enterprise-client&build=IU-253.30387.90. Connect timed out Enable debug for more details
Cause
The initial errors, along with the constant "Connecting" state in the Toolbox app, indicate a network-related issue. This can be due to incorrect proxy, firewall, or vpn configurations.
The actual cause was that the necessary IDE Services plugin was not installed in the IDE environment.
Resolution
-
Verify that the IDE Services plugin is installed in the target JetBrains IDE:
- Open the desired JetBrains IDE.
- Navigate to
File | Settings | Plugins. - Search for "IDE Services" in the plugin repository and install it if missing.
-
Ensure the Toolbox Application is configured correctly:
- Launch Toolbox Application.
- Click the Settings icon on the top-right corner.
- Select Advanced.
- Adjust the log level to "Debug" (optional for troubleshooting).
-
Confirm that the Toolbox Application can connect to the IDE Services instance:
- Remove restrictions for external internet access, if necessary, or set up an HTTP proxy that allows required communication.
- Ensure that the Toolbox application is updated to the latest version compatible with your IDE Services instance.
Notes
If issues persist, gather the relevant logs and contact JetBrains support, providing detailed logs including IDE Services logs and Toolbox Application logs. Always enable the debug log mode for detailed diagnostic insights.
