Toolbox App: The update is stuck. IDE updates endlessly

Problem

Toolbox is trying to update an IDE, but the update process never ends.

Resolution

1. Open Toolbox, and in Settings | Advanced turn off Allow updating tools via patches.
2. Quit Toolbox from the tray, or reboot the machine. This usually clears the stuck update state.
3. Update the IDE again. It will now download the full installer instead of applying a patch.
