Problem
When installing JetBrains ReSharper using the dotUltimate offline installer through automated deployment tools (such as SCCM, Intune, or background PowerShell scripts) running under the local SYSTEM account, the installation fails to make ReSharper available to end-users.
Symptoms
- ReSharper binaries are unexpectedly written to
C:\Windows\System32\config\systemprofile\AppData\Local\JetBrains. - End-users logging onto the machine do not see the ReSharper menu inside Visual Studio.
- The installer fails to register the extension manifests inside individual user registry hives (
HKCU) or fails to complete the installation.

Cause
By default, the dotUltimate offline installer is configured for a Per-User installation that paths targeting %LOCALAPPDATA%\JetBrains\Installations.
When executed by a background system or service account, %LOCALAPPDATA% resolves to the Windows system profile folder (System32\config\systemprofile). Dropping binaries into this restricted administrative location is strictly unsupported. Visual Studio cannot bridge or register extensions from the background system profile into an interactive developer's user environment, resulting in a completely broken package deployment.
Resolution
To deploy ReSharper successfully using a background system account (or an admin account), the installer must be explicitly instructed to completely bypass the System32 user space profile and perform a machine-wide install into C:\Program Files instead.
Step 1: Clean Up Previous Failed Installations
Before attempting a fresh deployment, any broken residues sitting inside existing system profile directories or active user directories must be entirely wiped out to prevent configuration cross-contamination.
Step 2: Perform a Per-Machine Command-Line Installation
To force the offline installer into a globally supported state, execute the installer via script using administrative command-line switches. This forces the installer into global mode and saves the installation layout under %PROGRAMFILES%.
