Up and Down keys are blocked: Can't move with Up and Down when Parameter Info popup is shown

Problem

The up/down keys appear to stop functioning when a tooltip, such as the {string} tooltip is shown. It may persist when switching tabs, further inhibiting the functionality of the arrow keys.

Cause

The behavior is expected by design in case when the arrow keys are chosen to switch between in the Parameter Info settings.

Resolution

To resolve the issue, modify the Parameter Information settings within ReSharper:

Navigate to ReSharper | Options | Environment | IntelliSense | Parameter Info.
Change the "Switch between signatures with" option to "Parameter Info Command (Ctrl+Shift+Space)"
