Can't install ReSharper: “Failed to download "JetBrains.ReSharperUltimate.LightInstaller.exe” error

Problem

When trying to update .NET products, the following error appears:

 Failed to download "JetBrains.ReSharperUltimate.LightInstaller.exe" from https://download.jetbrains.com/resharper/ to "C:\Users\{UserName}\AppData\Local\Temp\JetBrains\InstallerBootstrap". HR=80131509. 
 System.Net.WebException: The remote server returned an error: (403) Forbidden.

Cause

There could be some network issues, that block the connection.

Resolution

Use the offline installer in this case.
