The TeamCity upgrade is planned and needs to be tested on a separate server before upgrading the production environment. A single license can only be used on a single running TeamCity server at any given time. Meaning that a separate license must be obtained to test an upgrade.

The recommended way to obtain a license to test a new TeamCity version is to get a trial license on the download page. The trial license can be obtained once for each major TeamCity version and is valid for 30 days. If the trial needs to be extended or repeated, contact the JetBrains sales department.
