Problem
After an IDE update, plugins installed from JetBrains Marketplace stay at their earlier versions. Settings | Plugins shows them as Incompatible: requires IDE build 263.5153.* or earlier, and the IDE does not load them. Compatible versions are available on JetBrains Marketplace, but clicking Update does not install them.
The IDE log, idea.log, contains these lines:
INFO - #c.i.u.n.IdeProxySelector - unable to autodetect proxy settings; using NO_PROXY
INFO - #c.i.i.p.m.MarketplaceRequests - Can not get compatible updates from Marketplace: Connect timed out

Caused by: java.net.SocketTimeoutException: Connect timed out

Example: PhpStorm 2026.3 EAP (263.7031.45) on Windows 11, with the Perforce P4 (Helix Core) and Subversion plugins.
Cause
The IDE cannot connect to plugins.jetbrains.com, so it cannot download the plugin versions that are compatible with the new build. The unable to autodetect proxy settings line shows that the HTTP Proxy setting is Auto-detect proxy settings. In the confirmed case, changing that setting to No proxy restored the connection.
Each plugin version declares the range of IDE builds that it supports. A version built for an earlier build does not load after the IDE update until the compatible version is installed. See Plugin does not load after IDE update: plugin version incompatible with new build.
Resolution
- Open Settings | Appearance & Behavior | System Settings | HTTP Proxy.
- If the network does not use a proxy, select No proxy. If the network uses a proxy, select Manual proxy configuration and enter the proxy host and port. See HTTP Proxy.
- Click OK.
- Open Settings | Plugins, find each incompatible plugin, and click Update. If no update is offered, search for the plugin in the Marketplace tab and install it.
- If the IDE asks for a restart, restart it.
If the download still times out:
- Connect to a different network, for example a shared hotspot from a mobile phone, and repeat step 4. If the plugins install on that network, a firewall, VPN, or security software on the usual network blocks the connection. Ask the network administrator to allow access to
https://plugins.jetbrains.com. The full list of URLs is in What's the IP whitelist of IntelliJ IDE in case of firewall policy or restricted network. - As a fallback, download the compatible plugin version from its page on JetBrains Marketplace and install it from disk.
