Permissions required to see unauthorized build agents

Question

The user with the permissions Authorized project agent and Authorize agent can't see unauthorized agents on the Agents page. Are any additional permissions required for the user to see unauthorized agents so they can authorize them?

The View agent details permission is required to see unauthorized agents.
