How to preview a not released plugin's updated description and changelog in a running IDE?

Problem

The IDEA always downloads the plugin info from the JetBrains marketplace website so that any changes made in plugin development can't be previewed in the menu File | Settings | Plugins page.

Resolution

Turn off the network connection or set an invalid HTTP proxy via the menu File | Settings | Appearance & Behavior | System Settings | HTTP Proxy.
