Problem
New to the IDE plugin development but can't find the IDE Plugin entry under the New Project dialog from Welcome to IntelliJ IDEA's or via the menu File | New | Project .
Cause
This is because in IDEA 2024+, the DevKit plugin is not bundled into the IDE by default.
Resolution
Search and install the plugin DevKit in the IDE's welcome screen's Plugins tab or from the menu File | Settings | Plugins page, restart the IDE.
The New Project dialog will display like this:
