Change tool window layout - maximize the height of Project tool window by limiting the width of Run/Debug tool window

Background

Tool windows Run, Debug, Profiler, Services, Terminal, and Problems are expanded to the far left margin of the whole window because the Project window is lower to show fewer messages. This leaves the right side of the Run, Debug, Profiler, Services, Terminal, and Problems windows blank.

How to move left margin of Run, Debug tool windows to the right to make Project window longer?

The setting Settings | Appearance & Behavior | Appearance | Tool windows | Widescreen tool window layout optimizes layout of tool windows on wide-screen monitors. It maximizes the height of vertical tool windows by limiting the width of horizontal tool windows.
