Problem:
Encountering issues with license activation where an error states:
Problem description:Could not create an HTTP request handler to accept the authorization callback on any of these ports: 62,345-62,364. This can happen when the ports are used by other applications or there is another authorization process in progress.
Cause :
This error means that the IDE cannot start an http request handler on specified ports, where it will listen for server's answers.
Most common causes and solutions:
- Other software is using the same ports
- Antivirus/VPN/firewall settings prevent IDE from starting a listener on those ports.
- System security settings prevent IDE from starting a listener on those ports.
- IDE or user lack system permissions to listen to mentioned ports.
- Windows reserves the range for Hyper-V, WSL2, Docker Desktop, or Virtualization-Based Security (VBS). In that case,
netstatwill not show a holder. - Windows Mobile hotspot is enabled and causes Can't login to JB Account when Mobile hotspot is enabled: 'Could not create an HTTP request handler'.
The port range (62345–62364) is fixed and cannot currently be changed. Making it configurable is tracked in Make the license-activation OAuth callback port range configurable.
Possible solutions
-
IDE and/or machine restart tend to do the trick in most cases.
-
Disable or reconfigure security applications/Firewall to allow connections to these ports.
-
Run the corresponding OS command to check if there is an existing process occupying the port. Note the
PID(Process ID). Open Task Manager, go to the "Details" tab, and locate the process corresponding to thePIDto identify the application.#windows netstat -ano | findstr /R "6234[5-9] 6235[0-9] 6236[0-4]" # for *nix/macOS systems sudo lsof -i :62345-62364On Windows, if
netstatreports nothing but the bind still fails, check whether the range is reserved by the OS (Hyper-V, WSL2, Docker Desktop, VBS):netsh int ipv4 show excludedportrange protocol=tcpIf
62345-62364falls inside an excluded range, disable the relevant feature or shift the IDE's range via step 4 below, then reboot. Sysinternals TcpView can also surface holders thatnetstatmisses. -
Check the range for dynamic (ephemeral) TCP ports for IPv4 connections using the command prompt:
netsh int ipv4 show dynamicport tcpAdjust the range if necessary. Reset the Windows Sockets (Winsock):
netsh int ipv4 set dynamicport tcp start=49152 num=16383 netsh winsock reset -
Make sure
Windows Setting App | Network & internet > Mobile hotspotis disabled. For a durable workaround that avoids the callback port entirely, sign in to JetBrains Toolbox first, then launch the IDE from Toolbox (install it through Toolbox if you haven't already — an existing Toolbox install does not need reinstalling). Toolbox passes the auth token to the IDE, so no callback port is opened and this error cannot occur.
-
Collect IDE logs via
Help | Collect Logs and Diagnostic Data. Lines like#LicenseManager - Authorization redirect handler startup: port=...; java.net.BindExceptioninidea.logconfirm which exact ports fail to bind and help further triage. -
If the problem persists, try to reboot the system or try the offline activation method outlined in this article as a temporary solution.
