Problem
IntelliJ IDEA fails to connect the network, and there is an error "No appropriate protocol (protocol is disabled or cipher suites are inappropriate)" shown in the UI or in the log with the below entry:
2025-06-02 15:35:53,282 [ 358325] INFO - #ServerLicenseSource - idea: Cannot obtain ticket from https://xxx due to connectivity problem: No appropriate protocol (protocol is disabled or cipher suites are inappropriate) (javax.net.ssl.SSLHandshakeException)
Cause [Optional]
A system environment variable _JAVA_OPTIONS=-Dhttps.protocols=TLSv1 set in the system or a custom VM option -Dhttps.protocols=TLSv1 is added in Help | Edit Custom VM Options, which only allows TLS v1 for HTTPS connections.
So if IntelliJ IDEA tries to access some HTTPS server using TLS v3 or any other protocol than TLS v1, it would fail to connect.
Resolution
Make sure no _JAVA_OPTIONS environment variable is set in the system and no any entries like -Dhttps.protocols=TLSv1 in IDE main menu Help | Edit Custom VM Options.
Then close the IntelliJ IDEA and open it again.
