Question
Cleanup Base Rules have multiple levels (i.e., Artifacts, History, Everything). In what order are they getting applied?
Answer
If data is to be preserved at least by one rule, it will be preserved. If there are multiple applicable rules, TeamCity will choose the one that saves the most, or, in a more general case, it'll try to combine multiple rules in a way that preserves all data to be kept by at least one of the combined rules.
So, for example, if the build does not satisfy the Clean artifacts rule but does satisfy the Clean everything rule, it won't be cleaned up, as the intent in this case is seen as to keep artifacts.
Additionally, it is always possible to check why a specific build was not cleaned up by using the cleanup diagnostics. The generated report is in a readable format and easy to understand.
