Can the Plastic SCM plugin be installed in a TeamCity Cloud instance?

Answer

No, the installation of the Plastic SCM plugin is not currently possible.

Every TeamCity plugin must be reviewed by the TeamCity Cloud team before it can be installed in a TeamCity Cloud instance to ensure it won't cause issues and functions correctly. The TeamCity Cloud team is in touch with the Plastic SCM team to collaborate on validation, but it's not yet finished.
