Problem
The Install Plugin from Disk menu is disabled, even when the IDE is not logged in to JetBrains IDE Services.
Cause
The issue was caused by the presence of an outdated configuration file called orgPluginsFilter.xml under the [IDE config folder]/options directory.
This file contained the following content:
<application>
<component name="plugin-filter">
<option name="allowInstallFromDisk" value="false" />
</component>
</application>
The allowInstallFromDisk option was set to false, which prohibited the installation of plugins from disk.
This file should only exist when the IDE is logged in to JetBrains IDE Services. However, due to an inconsistent state, the file remained even after logging out and caused the issue.
Resolution
-
Close the IDE.
-
Navigate to the [IDE config folder]/options directory.
Example for macOS:
/Users/YOUR_USER_NAME/Library/Application Support/JetBrains/IntelliJIdea2025.3/options -
Locate the file named
orgPluginsFilter.xml. -
Rename or delete this file to remove the restriction.
-
Restart the IDE.
After performing these steps, the Install Plugin from Disk menu should be enabled.
Additional Notes
- If similar issues occur again, consider verifying the IDE configuration files under the
optionsdirectory. - This problem may also be related to a previously applied JetBrains IDE Services policy not being fully reverted after logging out. It is recommended to ensure the consistency of IDE Services configurations in managed environments.
- If the issue persists or reproduces under different circumstances, collecting detailed step-by-step reproduction scenarios will assist in further troubleshooting.
