IDEA always reads maven.config file despite 'Use settings form .mvn/maven.config' option is disabled

Problem

"Use settings form .mvn/maven.config" option is disabled, but IDEA still reads the maven.config file and applies settings from it:

Cause

"Use settings from .mvn/maven.config" option only applies to the Maven Importer component, responsible for opening and Syncing the Project, but not the Maven Runner component, that is used to run Maven Goals/Lifecycles and Run Configurations.

Resolution

This is intended behavior, as Maven Runner is designed to stick as close as possible to Maven's native workflows.
