Fix IDEA 2024.3 can't be activated with a perpetual fallback license

Problem

A user has a perpetual fallback license for IDEA 2024.3, but he can't activate it in China (UTC+8) or India (UTC+5).

Cause

A timezone-related bug in release 2024.3.7 caused this issue.

Workaround

Close IntelliJ IDEA 2024.3 first.

Open the idea.vmoptions file in your current IDEA installation folder using any text editor.

• macOS: /Applications/IntelliJ IDEA 2024.3.app/Contents/bin/idea.vmoptions
• Windows: C:\Program Files\JetBrains\IntelliJ IDEA 2024.3\bin\idea64.exe.vmoptions
• Linux: [IDEA Installation Path]/bin/idea64.vmoptions

Add this exact line to the bottom of the file:

-Duser.timezone=America/New_York

Save the file and start the IDE, now activate your license using your JetBrains Account or an offline activation code. [1, 2, 3]

Another option:

Manually download and install IntelliJ IDEA 2024.2.6 from https://www.jetbrains.com/shop/download/II/2024200 .
