Cannot open Settings in IntelliJ IDE

Problem

Unable to open Settings via ⚙️ | Settings, nothing is displayed after click Settings.

Cause

Some third-party plugins can be the cause of the issue. Check the logs for details.

For example:

Outdated plugin Hzero-Tools blocks the action: ShowSettings(Last update of this plugin is 2022.09 https://plugins.jetbrains.com/plugin/17526-hzero-tools)

There are the following logs in idea.log :

Solution

Find a guilty plugin and disable it or disable all 3rd party plugins via Settings | Plugins | ⚙ | Disable all downloaded plugins.
