Symptoms
In PyCharm, there was a behavior when tooltips (explanations what is a button or an icon) were initially being displayed when hovering a cursor over buttons, icons, and tabs. Suddenly, these tooltips stopped appearing. The same behavior was in GoLand where settings from PyCharm were inherited. In DataGrip, where settings weren’t migrated from PyCharm, tooltips worked fine.
Cause
The issue seemed to be caused by the plugin titled "Amazon Q for command line", installed in the IDE (for example, IntelliJ IDEA or PyCharm). Due to this plugin, the setting in Appearance & Behavior > Appearance > Accessibility > Support screen readers got forcibly activated, causing the tooltips to stop appearing.
Resolution
Disable Appearance & Behavior > Appearance > Accessibility > Support screen readers
