Symptoms
The IDE shows errors like: License not loaded or No licenses found or Certificate used to sign the license is not signed by JetBrains root certificate, or Verification failed, or Key is invalid, or License Key is in legacy format.
Note: Please follow the steps here to activate the IDE if you are activating the IDE: https://www.jetbrains.com/help/idea/register.html#activate-license
Resolution
Below are some scenarios and solutions to issues that may cause activation failure:
Some third-party programs may modify the IDE's activation logic, causing the IDE to fail to activate correctly. You can use the file manager to go to IDE's configuration folder (see the path location below), find the file with .vmoptions suffix under the folder and open it to see if there is any -javaagent line, if there is, please delete this line and restart the IDE to activate it.
Windows: %APPDATA%\JetBrains\<product><version>
(Example: C:\Users\JohnS\AppData\Roaming\JetBrains\IntelliJIdea2021.3)
macOS: ~/Library/Application Support/JetBrains/<product><version>
(example: ~/Library/Application Support/JetBrains/IntelliJIdea2021.3).
You can use Go | Go to Folder in the Finder main menu to view the path. (On Chinese systems, Library in the Finder may appear as "资源库").
Linux: ~/.config/JetBrains/<product><version>
(Example: ~/.config/JetBrains/IntelliJIdea2021.3)
User of JetBrains Toolbox:
Open the JetBrains Toolbox, click on the three dots to the right of the inactive IDE, select Settings, find Install Location, click Show, and look for the vmoptions file in the pop-up folder.
· In versions prior to 2021.2.3, you can also skip this screen by using the Evaluate for Free option on the activation screen. Then click the menu Help | Edit Custom VM Options... on the main menu. Open the IDE's .vmoptions file; if you're on the Welcome screen, click Configure (or the gear in the lower-left corner if you're on a version later than 2020.3) | Edit Custom VM Options... to open the vmoptions file directly. If you are on the Welcome screen, click Configure (if it is 2020.3 or later, click the gear on the left) | Edit Custom VM Options..., and then open the vmoptions file directly to modify it.
· Check to see if the date time of your current system is correct. If the system time is very different from the actual time, it may cause an otherwise valid certificate to be invalid at the current system time.
· If your activation error message is License Key is in legacy format, you can go to JetBrains Account (https://account.jetbrains.com/) to re-download the activation code to activate it.

Other steps to try when activation fails
Check your local system's hosts file for entries for jetbrains-related domains and delete those entries if they exist. Restart the IDE and try activating it again.
The location where the file is located:
Windows: c:\windows\system32\drivers\etc\hosts
Linux/Mac: /etc/hosts
