Cannot open Terminal in PHPStorm 2024.x.x - 2025.1.3: "Cannot open Local Failed to start" Error

Problem

The terminal feature in PHPStorm versions 2025.1.3 and 2024.x.x does not launch properly on Windows OS. Attempting to open a terminal results in the error: "Cannot open Local Failed to start [powershell.exe, -NoExit, -ExecutionPolicy, Bypass, -File]". Adjustments to the vmoptions file, such as adding -Dcom.pty4j.windows.disable.bundled.conpty=true, have no effect.

Resolution

1. Apply the following workaround to enable terminal functionality in existing affected versions:

   • Open the Help menu and select Find Action....
   • Search for and open the Registry.
   • Locate the key: terminal.use.conpty.on.windows and disable it.

This workaround resolves the terminal launch error and restores functionality. Consider upgrading to the latest stable release when available to benefit from additional improvements and fixes.
