Can't install ReSharper: “The remote server returned an error: (403) Forbidden” error

Problem

Whenever installation is started for any of the specified dotUltimate products:

• ReSharper
• ReSharper C++
• Rider
• dotTrace
• dotMemory
• dotCover
• dotPeek

with the web installer JetBrains.dotUltimate.{version}.web.exe, it fails with

|E| InstallerInstallService       | Failed to download and save packages. The remote server returned an error: (403) Forbidden.

Cause

There could be some network restrictions, like proxy, antivirus etc, that block the web installer connection.

Resolution

Use the offline installer in this case. We also encourage you to collect installation logs (%localappdata%\JetBrains\Shared\vAny\Installer) and send it to ReSharper support so we could check what went wrong.
