Problem
Downgrading IDE Services and running an older build against a database a newer build already migrated makes an offline instance misread its license. A valid key that includes AI Enterprise activates successfully, but AI Enterprise is dropped while IDE Provisioner and License Vault still work.
GET /api/constituents returns ai: LICENSE_DISABLED (and GET /api/license shows ai isIncludedInLicense: false) while idep and lv are enabled, even though the key's ai.payload has aiEnabled: true.
Cause
The older binary carries database migrations only up to an earlier version than the schema present, so it applies the constituents it understands but does not recognize the newer AI Enterprise one and drops it. The server startup log confirms the mismatch:
Schema "public" has a version (149) that is newer than the latest available migration (133)!
Resolution
Upgrade the binary forward to the build that produced the current schema; back up the database first; then re-activate the same key offline via Configuration | License & Activation → Activate new license. AI Enterprise then reads isIncludedInLicense: true and can be enabled and assigned to a profile.
