Issue Starting Up IDE Services On-Premises for the First Time Due to PostgreSQL Version

Problem

User was unable to start up the JetBrains IDE Services server for the first time. The application connected to the local PostgreSQL database, but fails with an error to "Review the DB migration scripts."

Cause

The PostgreSQL version being used (PostgreSQL 10.23) is incompatible with the INCLUDE clause utilized in the migration script. IDE Services requires PostgreSQL version 13 or higher, as stated in the system requirements. Example in the server logs:

Resolution

Upgrade PostgreSQL to version 13 or higher. Once the database is updated to a compatible version, restart the migration process. The problem should be resolved, and the IDE Services application will start successfully.
