This issue can occur when the IDE Services application server does not have enough memory to compress report files for download. In the investigated case, the server memory was below the recommended minimum, and the JVM heap size in the Docker container also needed to be increased.

Resolution steps:

1. Update the Docker configuration:
   • Set the container memory limit to at least 6 GB.
   • Set the JVM heap limit to 4 GB with the environment variable JAVATOOLOPTIONS=-Xmx4g.
2. Restart the IDE Services container.
3. Check the startup logs and confirm the maximum JVM heap memory is 4 GB or higher, for example: Max Memory: 4096mb.
4. Clear the browser cache.
5. Try downloading the report again.

If the issue persists, collect a HAR file to capture browser activity during the failed download attempt for further investigation.
