Adding multiple users: No bulk import mechanism

Problem

Adding a large number of users into the priority user section in IDE services requires adding users individually, making the process inefficient.

Cause

There is no existing functionality to bulk import users into the priority user section from a text file or through a similar method within the current interface.

Resolution

Currently, the process of adding users is limited to manual addition or utilizing group memberships, where groups are pre-created with individual members. However, there is no direct feature to import users in bulk from external sources such as a text file.
