Build settings have not been finalized - Resolving Maven dependencies for settings VCS root

Symptoms

• Builds hang in the queue

• Thread dumps are required. They show that the thread is stuck on

Cause

As the thread states, it gets stuck resolving dependencies for maven. This can happen under some circumstances if there is a connectivity issue that is not managed properly by the process. There is a timeout configured by default, but one of the specific operations relies on a different timeout, which is the one causing this delay.

Workaround

Set the environment variable TEAMCITY_SERVER_OPTS to "-Dmaven.wagon.rto=60000" (timeout of one minute) and restart the server. This will not fix the issue with the connectivity, but at least will time out the connection making it fail faster rather than appear as hanging.
