Is a dotCover license required to use the dotCover build runner in TeamCity?

TeamCity uses the dotCover Command Line Tools: 

dotCover Command Line Tools is a free redistributable package which enables analysing the code coverage outside of Visual Studio. It is available under a separate license. dotCover Command Line Tools can be integrated with a Continuous Integration server. Please see online help for usage guidelines.
