Problem
Activation of the Java and Kotlin by IntelliJ IDEA extension for VS Code or Cursor through a license server fails with:
No matching licenses left on the server
The license server holds IntelliJ IDEA licenses.
Cause
The extension's language server requests a license for one product code, ILS. It does not fall back to the IntelliJ IDEA product code. The error text comes from the license server, and the extension shows it unchanged.
ILS is not sold as a separate product. Only paid IntelliJ IDEA Ultimate and All Products Pack licenses include it, starting from August 3, 2026. Free and non-commercial IntelliJ IDEA licenses do not include it.
The license server refuses the request when one of these conditions is true:
- The license data on the server is older than August 3, 2026. A license server does not pick up a product added after its last license sync. This applies to on-premises and offline servers.
- IDE Services rules do not allow the
ILSproduct. - The IntelliJ IDEA licenses on the server are free or non-commercial, or all their seats are in use.
Resolution
- Check the license data date on the server. If it is older than August 3, 2026, sync the licenses in License Vault. On an offline server, update the offline license file.
- In IDE Services, make sure that the rules allow the
ILSproduct. - Make sure that the server holds paid IntelliJ IDEA Ultimate or All Products Pack licenses with free seats.
- Make sure that IntelliJ IDEA Ultimate gets a license from the same server. If it does not, follow No matching licenses left on the server / No available licenses.
- If activation still fails, collect the license server logs.
