How to assign a license to a new user in JetBrains Central Console?

Background/Situation

The Assign license dialog now shows only users who already belong to the organization.

Question

In JetBrains Console, why can I only assign a license to an existing user, and how do I assign a license to a new user?

Answer

To assign a license to a new person, add the user to the organization first, and then assign the license.

Step 1: Add the user to the organization

1. Open JetBrains Console.
2. Go to Users and access → Users.
3. Add the new user (per article)

Step 2: Assign the license

1. Go to Licensing → Licenses.
2. Open the relevant product/license.
3. Click Assign and select the user added in Step 1.

Notes

• This is expected behavior: only organization users are visible in the license assignment pop-up.
• JetBrains has submitted a feature request to re-introduce an “Add User” option directly in the Assign license window.
