How to make the new UI more compact so there is less empty space

Question

How to reduce the heights of toolbars and tool window headers, scale down spacings and paddings, and make icons and buttons smaller in the new UI?

Answer

Go to the main menu and select View | Appearance | Compact Mode.

Alternatively, go to IDE File | Settings | Appearance & Behavior | Appearance, UI Options and enable Compact mode there.
