You can configure it the way you want via `Preferences | Appearance & Behavior | Menus and Toolbars` settings page.  To change the position of the menu item in the editor context menu, find the ` Editor popup menu ` node, Go to action there and change its position via buttons with arrow icons. You need to move the root node of the Editor popup menu containing Go to actions to the top.
