Rider doesn't change encoding for files

Problem

When setting Settings | Editor | File Encodings -> Create UTF-8 files to any value: With BOM | With no BOM | With BOM under Windows, with no BOM otherwise, Rider doesn't change encoding for existing files.

Cause

This is by design. the setting only affects newly created files the user creates after changing this setting. Adding/Removing BOM to all the files in a project would trigger VCS edit for all the files, that would be annoying.

How to add/remove BOM to a file?
