How to reorder items in the Alt+Enter menu

When opening Alt+Enter menu (via bulb of Alt+Enter shortcut), the list of items in the list are ordered in a specific way. That might happen, one desires to change the order of actions in the list. For example, one might wan to have the "Implement missing members" on top:

Reordering items in the Alt+Enter menu isn't possible: the order is determined by action type, severity and built‑in priorities. Only action authors (plugins/IDE) can push items up or down.
