Rider's code analysis/debugging/unit testing stop working after updating system-provided dotnet

Problem

When using JetBrains Rider, one may encounter several critical issues, including:

• "Starting Rider Backend" background task hanging for ever
• dotCover failing to launch unit tests after invoking corresponding actions in the UI
• When using Debug action, the project builds, but debugger never starts

Cause

This behavior is caused by a mismatch in dotnet roll forward settings in the OS and Rider

Resolution

Look up the value of DOTNET_ROLL_FORWARD in the operating system's terminal and set it to Major
