Do the .NET Build Tools provide the same build features as the MSBuild provided with Visual Studio? Are there any limitations compared to the VS MSBuild?

Answer

Rider uses the same build tools of Visual Studio. It uses MSBuild bundled in .NET SDK(MIT licensed) for .NET core, and JetBrains redistributable of MSBuild (which is MIT licensed too) for .NET Framework. So, users can use these build tools with the same capabilities in VS and no restriction.
