There's a known problem that ReSharper license isn't automatically applied on every VS startup after migration to License Vault. Developers currently working to fix this.

Workaround is to open the License Information screen and click Retry Authentication. Please note, workaround works only with ReSharper versions earlier than 2025.2.2

UPD 01/10/25:

• if you have later version please consider downgrading to 2025.2.2 or earlier
• Issue is fixed in 2025.3 EAP3 and in 2025.2.3.
