Poetry/uv interpreter fails when project path contains non‑ASCII characters on Windows

Problem

Unable to set up a Poetry/uv interpreter located in a user/folder directory containing non-ASCII characters, such as 'é' on Windows;

Cause

Handling of non-ASCII characters in path names on Windows. The bug has been acknowledged and is currently under discussion as detailed in PY-50890. Subscribe on YouTrack to receive updates.

Workaround

Two possible workarounds:

Adjust the user/directory name to exclude non-ASCII characters if doable/possible. or
Create a Conda or Virtualenv interpreter where NON-ASCII works normally.
